India plans first tokenized bonds using wholesale CBDC

India's state-controlled REC will issue tokenized corporate bonds in September using blockchain-based settlement and wholesale digital rupee payments, according to Cointelegraph's reporting. The move represents a sovereign test of whether blockchain infrastructure and central bank digital currency can execute capital markets issuance at production scale.
Tokenized bonds settle via distributed ledger rather than traditional clearinghouse channels, and payments flow through the wholesale CBDC (the digital rupee tier designed for interbank transactions) rather than cash or bank transfers. The combination represents a live test of both technologies in a real debt issuance context.
The pilot is structured as a capital markets infrastructure trial. Success would mean demonstrating that blockchain settlement and CBDC payment rails can handle institutional debt issuance without friction, cost overruns, or technical failure. Failure or delays would signal that the technical or regulatory stacks remain immature for sovereign adoption at scale.
Open questions include the size of the bond issuance, the specific blockchain platform and payment infrastructure, the institutional participants, and the metrics that will define completion of the pilot.
REC to issue tokenized corporate bonds in September using wholesale CBDC for settlement with select investors.
Watch for the September issuance to proceed on schedule and for REC to report settlement speed, cost, and adoption metrics afterward. If the pilot stalls, delays, or is quietly shelved, it signals that interoperability between tokenization rails and wholesale CBDCs remains unresolved for sovereigns. Conversely, a smooth execution and follow-on announcements of expanded issuance would suggest other central banks have a working template to follow.
And that's the way it is.
