IMF says El Salvador's post-June 2025 bitcoin holdings came from private donations

The IMF confirmed on September 3 that El Salvador has not deployed public funds to accumulate bitcoin since its last program review, with the government citing private donations as the source of holdings growth. The country has also transferred majority control of its state-backed Chivo wallet to a private operator.

The IMF confirmed on September 3 that El Salvador has not used public funds to accumulate bitcoin since the fund's last program review. In a Thursday report, the IMF said the country received bitcoin from private donations, citing documentation provided by the Salvadoran government to verify the claim. The IMF also stated that the government had transferred majority ownership and operational control of Chivo, its state-backed digital wallet launched in 2021, to a private operator. Public participation in the government-sponsored wallet has been largely wound down, per Bitcoin Magazine's reporting of the IMF statement. The fund imposed a constraint that no further bitcoin accumulation beyond the documented donations is expected going forward. The IMF said it reached understandings with El Salvador on steps to modernize the legal, regulatory, and supervisory framework for digital assets and to strengthen governance and risk-management arrangements for public-sector crypto-asset holdings. One year earlier, according to Decrypt's reporting, the IMF had claimed El Salvador's total bitcoin holdings had not moved and were merely being shuffled between government wallets, suggesting earlier opacity about the true acquisition history. President Nayib Bukele pledged in 2022 that the country would buy one bitcoin per day, though the source of those purchases remained unclear. In 2024, Bukele acknowledged that Salvadorans were not using cryptocurrency to buy goods as originally anticipated but maintained that the government was continuing to accumulate holdings. El Salvador became the first country to adopt bitcoin as legal tender in 2021.

REGULATORY INFRASTRUCTURE ADVANCES, THEN HITS A WALL

Friday's reporting shows federal authorities embedding crypto into existing frameworks on derivatives, custody, and banking rails. Yet a direct collision between state court enforcement and federal emergency authority over Kalshi remains unresolved, and Friday's early equity inflows into bitcoin ETFs reversed into losses by market close.

The CFTC filed to dismiss CME Group's lawsuit challenging the agency's approval of Kalshi's Bitcoin perpetual contract, arguing CME lacks standing to show concrete financial injury under the CFTC's crypto perpetual futures policies. The filing removes a litigation barrier to derivatives approval at other Designated Contract Markets and signals regulatory acceptance of DCM-listed perpetual futures. Separately, Standard Chartered announced it is now offering institutional clients spot Bitcoin and Ether trading in the United Arab Emirates, becoming the first Global Systemically Important Bank to do so. SoFi and Kraken parent Payward announced a partnership routing SoFi's digital asset customer orders through Kraken Prime's institutional trading infrastructure while listing SoFiUSD stablecoin on Kraken's exchange, bridging retail banking rails to 24/7 on-chain settlement.

Enforcement coordination advanced in parallel. The US Department of Justice disclosed that FBI operations seized $560,000 in digital assets tied to Hamas military-wing fundraising and took operational control of domains and servers used to collect cryptocurrency donations, per court-authorized warrants issued in March, June, and October 2025. The US and UK signed a first-of-its-kind agreement to coordinate investigations and prosecutions targeting crypto investment scam centers, with a joint private-sector disruption operation planned for London in October. FinCEN identified $12.7 billion in suspicious financial activity linked to crypto investment scams operated from compounds in Cambodia, Laos, and Burma, analyzing 33,904 reports filed between September 2023 and December 2025.

Yet Michigan's state court enforcement directly collides with federal authority. Ingham County Circuit Judge Rosemarie Aquilina issued a preliminary injunction on September 2 requiring Kalshi to geofence Michigan residents and bar them from sports prediction wagering, with a $500,000 per-day financial penalty for non-compliance. The order stands until final judgment. This collision, Kalshi simultaneously complying with CFTC emergency authorization to keep trading nationally and facing $500,000 daily penalties from Michigan state court, remains unresolved and will likely converge in federal court.

Other regulatory and corporate disclosures emerged Friday. AMC Entertainment CEO Adam Aron publicly opposed Robinhood's tokenized stock tokens on September 3, calling the practice "contemptible, outrageous, disgusting, detestable, inexcusable, and vile," and instructing outside securities counsel to investigate whether the practice is legal. Robinhood's stock token program is structured as tokenized debt securities issued by Robinhood Assets (Jersey) Limited, giving token holders economic exposure to a share price but no legal claim on the underlying company. Trezor announced on September 4 that 67,000 additional US customers had names, emails, phone numbers, and home addresses exposed in a breach at logistics provider ShipMonk, extending the breach window from 2021 back to November 2019 and bringing the total affected customers to approximately 80,700 across multiple regions. The IMF confirmed on September 3 that El Salvador's bitcoin holdings accumulated after June 2025 were funded by private donations, not public money, clearing one pillar of its $1.4 billion loan agreement, though the private documentation supporting the donations claim has not been made public.

WHY THIS MATTERS

The CFTC's dismissal motion, Standard Chartered's UAE trading desk, and SoFi's integration with Kraken all signal federal authorities codifying crypto into existing institutional and banking frameworks. The US-UK enforcement alliance and the DOJ's Hamas seizure disclosures show law enforcement scaling coordination and operational disruption. FinCEN's $12.7 billion figure quantifies the scale of transnational crypto fraud but carries caveats: the agency acknowledges potential double-counting and inflation from wider use of its own alert terminology.

Michigan's $500,000 daily penalty on Kalshi, however, reverses the momentum. Kalshi faces conflicting compliance pathways: comply with Michigan's injunction and forfeit its ability to operate in the state; comply with CFTC emergency authority and accrue the penalty. The collision is unresolved because neither regulatory body has retreated, and no court has yet decided whether federal emergency authority supersedes state court enforcement or whether state court findings of irreparable harm hold. This directly tests whether the infrastructure clarity the reporting shows, federal authorities removing barriers to derivatives, banking integrating stablecoins and exchange access, can survive state-level enforcement.

THE TAPE

The desk's ETF flows board recorded a net inflow of $730.8 million into US bitcoin spot ETFs on September 3, the largest single-day inflow since January, but this momentum reversed Friday. The desk's Whale Watch board shows $53.5 million in bitcoin moving off exchanges over the past 48 hours, a net outflow suggesting accumulation or self-custody, while $51.9 million in ethereum moved onto exchanges. Over the past four weeks, the weekly pattern shows $405 million moving onto exchanges the week ending August 14, $831 million the week ending August 21, and $1,065 million the week ending August 28; the inflow reversed this week, with $670 million moving off exchanges in the week ending September 4. The desk's leverage board shows bitcoin funding at -2.6% annualized on OKX, a negative rate indicating shorts are paying longs, and $295,384 in short liquidations over the past five hours against $55,458 in long liquidations. Fear and Greed stands at 74, labeled Greed, though the market closed in the red and volatility across major assets remains elevated: the desk's movers board shows DASH up 28.18% on the day and JUP down 7.27%, signaling selective positioning rather than broad rally.
