U.S. Freezes $52.8M in USDT Tied to Xinbi Guarantee Scam Marketplace

The U.S. Secret Service froze $52.8 million in USDT across 52 wallets linked to Xinbi Guarantee on September 8, 2026, a Chinese-language Telegram marketplace operating as an escrow system for scam tools and stolen data. Treasury designated it a transnational criminal organization; scammers responded by moving funds to USDD, a decentralized stablecoin.

The U.S. Secret Service froze $52.8 million in USDT across 52 wallets connected to Xinbi Guarantee on September 8, 2026, marking one of the largest enforcement actions against a crypto-enabled scam operation. Treasury's Office of Foreign Assets Control designated Xinbi as a transnational criminal organization on September 9, the same classification applied to drug cartels.

Xinbi operates as a Chinese-language Telegram marketplace where vendors post escrow deposits to prove creditworthiness before selling tools scammers use to defraud targets worldwide, from stolen personal data to money-laundering services. According to Decrypt, blockchain analytics firm Elliptic tracked Xinbi for several years, and their intelligence directly enabled the freezing action.

Since 2022, Xinbi and its merchants have processed at least $24 billion in transactions, making it the second-largest illicit online marketplace ever tracked, per Elliptic's analysis. Only Huione Guarantee moved more, processing $31 billion before Telegram shut it down in May 2025 following years of public exposure by Elliptic. Much of Xinbi's volume originates from "pig butchering" scams, where a stranger builds false online relationships over weeks or months before convincing victims to pour savings into bogus investment apps.

Wednesday's market split between institutional momentum in stablecoin infrastructure and tightening enforcement against scams and exchange fraud. On the infrastructure side, the reporting shows concrete steps beyond pilots: U.S. Bank, the fifth-largest U.S. commercial bank, completed a live transaction using its USBDC stablecoin and is now testing the token for treasury payments, liquidity management, and collateral. Circle agreed to acquire Singapore-based Tazapay for $400 million to close the gap between stablecoin settlement and traditional banking systems, gaining access to more than 60 banking and fintech partners with payout coverage across 100-plus markets. Visa's stablecoin settlement volume surpassed $20 billion annualized run rate, up 15x year over year, and the company is now pairing that transaction data with blockchain lending tools to help card issuers access capital. Robinhood took minority equity stakes in both Crypto.com and OG.com and will route college and pro football prediction contracts to OG.com's CFTC-regulated exchange beginning September 8, consolidating prediction markets around established venues.

On the enforcement side, the U.S. Secret Service froze $52.8 million in USDT across 52 wallets connected to Xinbi Guarantee on September 8, a Chinese-language Telegram marketplace operating as an escrow system for scam tools and stolen data. Treasury designated Xinbi a transnational criminal organization on September 9. Within hours, scammers moved $1.8 million to USDD, a decentralized stablecoin. Criminal prosecution moved deeper in two exchange collapses: Polish prosecutors charged Roman Ż. with organized crime and misappropriation in the Zondacrypto investigation, marking the fifth suspect charged in a case that left 1.3 million customers unable to access their accounts with estimated losses of at least $94 million. Orionx, a Chilean exchange, suspended customer withdrawals and began winding down after a forensic audit found approximately $7 million in custodied assets transferred to external wallets between 2018 and 2021; the exchange filed a criminal complaint dated September 2 against former executives Roberto Zibert and Joaquín Díaz, who denied the allegations.

Ethernet infrastructure faced a long-term deadline: the Ethereum Foundation fixed December 2029 as a non-negotiable deadline for making Layer 1 quantum-resistant across execution, consensus, and data layers. To meet it, Ethereum will need a 7.2-month fork cadence; a fallback option extends to 12 months but leaves the protocol running with reduced security guarantees through the quantum threat window. Only two Ethereum Improvement Proposals received mandatory inclusion: FOCIL and Frame Transactions. Consensys Software Inc. will rebrand as MetaMask under Joe Lubin as chairman and CEO, while a newly formed Consensys entity will house Ethereum protocols and institutional blockchain infrastructure, with the separation expected to complete by end of 2026.

On Capitol Hill, U.S. Treasury Secretary Scott Bessent publicly urged the Senate to pass the Clarity Act when lawmakers return from recess, framing the bill as critical to combating bad actors and preserving American leadership in digital assets. Bessent wrote on X on September 9 that he "strongly urges" the Senate to pass the legislation. The Senate is set to vote the week of September 10. The bill has been largely stalled this year over banking lobby friction with crypto companies regarding stablecoin yield provisions, and Democratic opposition remains a structural obstacle.

On the institutional accumulation side, Bitmine acquired 28,086 ETH over one week, bringing its total treasury to 5,929,198 ETH representing 4.9% of Ethereum's 122 million ETH supply. Using a Coinbase reference price of $2,495 per ETH as of September 7, the position was valued at $14.79 billion. Approximately 85% of Bitmine's ETH holdings, or 5,067,309 ETH, was staked as of September 7. Block Inc. applied to establish Builders Bank & Trust, an OCC-regulated national trust bank offering Bitcoin and stablecoin custody, consolidating custody work currently run across more than 50 state money transmitter licenses into a single federal charter.
